Conditions
General Conditions

In order to fulfill data requests for not public statistical information, the HCSO offers 6 data access channels for the users.

2 of these channels are available for all users without restrictions while 4 of them are available for researchers for scientific purposes only. For data access channels available for scientific purposes only, a researcher accreditation procedure is applicable and a contract and a confidentiality commitment must be signed.

The following 2 data access channels are available for all users without restrictions:
Tabular data (both predefined and customised) and highly anonymised Public Use Files are available to all users with the acceptance of Terms of Use.

Requests for tabular data: Using this data access channel, access to tabular data can be requested. Following the positive evaluation of the data request from professional and data protection point of view, the requested tabular data will be sent to the person requesting the data using the preferred transmission mode (e-mail, post).

Access to Public Use Files: Publicly available microdata sets with strong statistical disclosure control can be accessed by using this data access channel for testing, teaching and research purposes.

Data access channels available for scientific purposes only:
The following 4 data access channels are available only for researchers for scientific purposes. The HCSO performs a researcher accreditation procedure for all data requests for these 4 data access channels. Release of anonymised microdata sets where direct identifiers are removed and further statistical disclosure control methods have been applied, as well as access to deidentified, but more detailed data in the Safe Centre or through remote access or remote execution, are reserved to researchers only.

Safe Centre access: The HCSO offers access to deidentified microdata sets for scientific purposes in the safe environment of the Safe Centre operated by the HCSO in Budapest.

Remote access: This data access channel offers access to deidentified microdata sets for scientific purposes in the safe environment of the remote access points operated by the HCSO under the same access conditions as the Safe Centre.

Remote execution: For scientific purposes, the HCSO produces the requested research outputs inside its own safe environment based on the specifications/syntax files provided by the researcher.

Release of anonymised microdata sets: By using this data access channel the HCSO provides anonymised microdata sets for the researchers for scientific purposes. Anonymised microdata sets are customised and only the variables requested are provided to the researcher.

The secure access modes (Safe Centre access, remote access and remote execution) provide access to both ready-made and customised microdata sets.

Conditions for Non-Resident Researchers Non-resident researchers (not limited to EU) may have access under the same conditions as national researchers.
Conditions for Students Master's and PhD students may have access under the same conditions as confirmed researchers.
Legal Framework Hungarian Act on Statistics: Act No. XLVI of 1993 / Right of Informational Self-Determination and on Freedom of Information (“Privacy Act”): Act No. CXII of 2011
How To Apply & Modes of Access
Public Use Files Downloading Public Use Files from the HCSO website is always provided under the conditions of Terms of Use, published on the HCSO website.

Public Use Files available on the HCSO website:
Test PUF available for the 2011 Population and Housing Census:

(currently available only in Hungarian)

Teaching PUF available for the 2011 Population and Housing Census:

(currently available only in Hungarian)

Scientific Use Files

Release of anonymised microdata sets is available only for scientific purposes and access is granted only for approved research projects that meet all researcher accreditation criteria.

Secure Use Files

Different data access channels are available for researchers to access Secure Use Files: access in the Safe Centre located in Budapest, access via remote access and remote execution is available. These data access channels are available only for scientific purposes and access is granted only for approved research projects that meet all researcher accreditation criteria.

Detailed information on access to Secure Use Files:

Safe Centre access: http://www.ksh.hu/safe_centre_access
Remote access: http://www.ksh.hu/remote_access
Remote execution: http://www.ksh.hu/remote_execution

Details & Practical Information
How long does it take to obtain data? The length of the process depends on the complexity of the data request and the availability of the requested information.
Scientific Use Files: approx. 3–4 weeks (estimated average)
Secure Use Files: approx. 3–4 weeks (estimated average)
How much does it cost? Use of ready-made datasets, permanently available in the Safe Centre and in remote access, is free of charge (including output checking).

According to HCSO standard rules of cost calculation, HUF 60.000/capita/day (about EUR 200) + VAT for compiling specifically requested (not ready-made) datasets is charged, based on the resources needed to fulfil the request. This fee is applicable for the preparation of the dataset and also for output checking.

Other

Standard data request forms are available and are to be used for all data access channels (except Public Use Files where data requests forms are not applicable). Forms are available in English on the HCSO website at http://www.ksh.hu/data_requests_home.

Sample of contracts, confidentiality commitments, terms of use for each data access channel and the HCSO internal Regulation on Data Protection are also publicly available to the users in English at the HCSO website at http://www.ksh.hu/data_requests_home.

A guideline for researchers, describing the work in the Safe Centre is also available in English at http://www.ksh.hu/safe_centre_access
