Conditions
General Conditions Fully anonymised microdata (public use files) can be accessed freely by any user. More detailed versions of data can be accessed for research purposes, a condition that is interpreted as involving the production of new knowledge of general significance whose results are to be published. Use for commercial purposes is proscribed.
Conditions for Non-Resident Researchers Non-resident researchers may have access under the same conditions as national researchers. However, for confidential data distributed under secure access, application requires additional supporting documentation.
Conditions for Students Master's students, PhD students, and post-doctoral post holders, under supervision of a tutor, can access data under the same conditions as confirmed researchers.

How To Apply & Modes of Access
Public Use Files Public use files are directly downloadable from INSEE’s website. Bespoke tabulations ("Produits sur Mesure") may also be requested.
Scientific Use Files Access to scientific use files ("Fichiers de Production et Recherche”, FPR) is given by the National Data Archive, Reseau Quetelet (ADISP team). Applications are made online, and applicants should provide a brief description of their personal situation and research project.
If applications are approved, a form has to be signed and submitted to Reseau Quetelet to receive login and password to download the data.
The user commits:
- To using the data exclusively for research purposes;
- To protecting the files;
- To not transferring the files to a third person;
- To handling the data in conformity with generally accepted practices; - To presenting the results in ways that preclude identification;
- To making as much use as possible of the data received;
- To citing the data source in their publications;
- To destroying the files after completion of the research work.
Secure Use Files
A request has to be made to the Data Confidentiality Committee (Comité du secret statistique), a public body including representatives of INSEE, Parliament, the data protection authority CNIL, and other stakeholders. Applicants have to attend one of the committee’s meetings (quarterly) to present their case.
If requests are approved, access is given through the secure remote system CASD (Centre d’Accès Sécurisé Distant aux Données), allowing users to work remotely on data from their own institution with specific devices. Users must file a CNIL declaration for compliance with Data Protection legislation and attend a specific technical and data security training to use the system.

How long does it take to obtain data? Public use files: immediate access.
Scientific Use Files: around one week after the form is received by Reseau Quetelet
Secure use files: up to four months, because authorizations for access are given at the Data Confidentiality Committee's meetings, which occur quarterly.
How much does it cost?

Access to public use files and scientific use files is free of charge.
Access to secure use files is chargeable; discounts are available for students and post-docs.
